"Nur Otan" - Majilis: recommendations to the government (energy efficiency)

Theme: "Achievements and Prospects of improving energy efficiency by businesses in Kazakhstan, according to the Message of the President of Kazakhstan Nursultan Nazarbayev  to the Nation of Kazakhstan  “Kazakhstan's Way - 2050: The overarching goal, common interests, common future. "

Following the discussion, appropriate recommendations were adopted, which took into consideration the comments and suggestions made at the meeting, both the report and in the participants. The meeting with parliamentarians, representatives of central government agencies and industry  was held as the videoconference with regional branches covering party, akimats of Karaganda region and Astana.

The views on the discussed topic were shared by the representatives of the Ministry of Environment and Water Resources, as well as by the Institute of Energy and Energy Conservation ("Kazenergoekspertise").

 

The main report on the state policy in the field of energy conservation and efficiency by the First Vice-Minister of Industry and New Technologies Albert Rau (abstract):

In the Message to the Nation of Kazakhstan on January 17, 2014, the President set a task of reducing energy intensity of gross domestic product by 2050 twice, that is to provide a reduction of 50%, which is very ambitious, but it is doable and strategically important economic task.

It is no secret that energy conservation and efficiency is a tool to modernize the economy, including an industry, public utilities, transport and agriculture. In addition, the energy efficiency of the economy provides an energy and environmental security in view of rapid industrialization of the country. In connection with the priorities of Kazakhstan's transition to a green economy rails, as well as holding EXPO -2017, the main theme of which is " Future Energy" , energy conservation and energy efficiency is gaining in importance.

Hitherto, a significant work in the field of energy conservation was made, creating all the preconditions for the transition to an energy-efficient economy and the implementation of the President's instructions. All the necessary arrangements were created.

 

So, the necessary legal framework was created. In 2012 in principle the new Law of the RK "On the energy saving and energy efficiency" was accepted.  In the implementation of the Law "On the energy saving and energy efficiency," approved 23 normative legal act.
The Program "Energy - 2020", as well as 16 regional and 5 sectoral energy saving complex plans (MINT, MTC, MOG, MRD, MOH).

Analysis of the structure of energy consumption in Kazakhstan shows that the implementation of energy conservation policy must make a special emphasis on three key sectors-industry, including energy (consumption of more than 50% of its energy potential and up to 40%), transport sector (energy consumption to 20% and the potential to 35%) and housing and utilities sector and public sector institutions (up to 30% power consumption and capacity of up to 25%).

In this regard, special attention is paid to closely related work of industry and enactment of practical stage has already begun implementing energy conservation policy. For this purpose:

- over 3000 energy standards for industrial and energy companies were installed, energy efficiency requirements for buildings and their design documentation, for transportation and electric motors were approved.
-more than 200 technical standards for energy efficiency were received,

- There is a revision of building regulations to tighten and enjoyment of all energy efficiency standards
-efficiency classes for buildings were introduced.

- Strict control and monitoring to meet all these requirements were installed.

The State Energy registry of major energy consumers of the country was established. By the end of 2013 subjects became part of the registry - 11067 legal entities for which strict requirements were set to improve their energy efficiency in the ongoing plans of conservation. In general, in accordance with the Law until July 2015 with intervals every 5 years, more than 3,500 legal entities must conduct energy audits and to develop and implement a five-year plan for energy conservation and efficiency by the end results . Thus, in accordance with the Law, the beginning of large-scale energy audits for all the above-mentioned major energy consumers was launched.

It should be noted that the required energy audit market, accredited by the Ministry is already created. Up to date, there are already more than 78 energy auditing companies, 28 of them have up to date an appropriate accreditation. Also, of great interest in the Kazakh market energy audits show foreign companies from Europe, USA, Japan and Russia. Also, in 2014, all large industrial enterprises are implementing the energy management system.

In 5 universities of the country to prepare the necessary personnel, majors on energy savings  were opened, 12 training centers  in the field of energy conservation were established and their number should reach 20 by 2020.

In general, the current policy of energy saving already gives us positive results and indicators. Thus, the energy intensity of GDP fell by 13.5% in comparison with 2008. Thu, target indicator SPAIID to reduce energy intensity of GDP by 10% early exceeded. Also, the results of energy saving and electricity consumption can be noted. With the growth of the economy, population and industrial consumption of electrical energy in 2013 amounted to - 89 641 million kWh, which is 2% less than in 2012.

In conclusion, I would like to note that all the necessary conditions for the development of energy saving were created. At present time, the practical implementation phase of all legislative and policy mechanisms to improve the energy efficiency of the economy is going on. An energy efficiency measures are economically viable and pay off mainly in the medium term (5-7 years) can be noticed by the results of energy audits. Energy efficiency activities include measures to replace the equipment, modernization process, thermo buildings and fleet renewal. All these activities are very financially costly. In this regard, the next phase of energy efficiency policy Ministry will pay special attention to energy efficiency and economic incentives to attract investment in this sector. To do this, now we develop the bill to enact a system of energy service contracts, which is the world's main tool to attract private investment in energy efficiency.

The relevant bill will be submitted to you in June this year. In connection with this, dear deputies, we ask you to support our endeavors and joint efforts to carry out orders of the President and of the Strategy-2050.

In general, the successful implementation of energy efficiency policy can give a major impetus to the modernization of our economy and the welfare of our population, and serve as the main tool for entering our country in the top 30 developed countries.
