Project “Increase of energy efficiency in Kazakhstan”

General information

The Ministry of Investments and Development of the Republic of Kazakhstan jointly with the World Bank officially announced the launch of the project "Improving Energy Efficiency in Kazakhstan".

On June 18, 2014, a Grant Agreement was signed between the Government of the Republic of Kazakhstan and the International Bank for Reconstruction and Development on the project "Enhancing Energy Efficiency in Kazakhstan" (hereinafter referred to as the Project), ratified by the Law of the Republic of Kazakhstan of March 19, 2015. The grant, amounting to $ 21.7 million, is represented by the Swiss Agency for Development and Cooperation through the Trust Fund administered by the World Bank. The Project Executive Agency is JSC "Institute for the Development of Electricity and Energy Saving (Kazakh Energy Expertise)" (DEES), a subsidiary of the Ministry of Investment and Development of the Republic of Kazakhstan (MID).

Scope of the project

This Project is the basis for preparing the development of the Energy Efficiency Fund by piloting alternative financing models and implementing measures to improve the energy efficiency of buildings and providing technical assistance to improve the environment for sustainable financing in the field of energy efficiency.

In order to manage and implement the Project, the World Bank, with the cooperation of the Ministry of Investment and Development of the Republic of Kazakhstan (MID), established the Project Implementation Unit (PIU) under the Institute for Electricity and Energy Conservation (IEEC). While MIR will be responsible for overall coordination and project management, responsibilities for day-to-day management and implementation will be delegated to the IEEC and its PIU.

The implementation of projects also demonstrates savings in energy costs and the financial viability of energy efficiency measures, contributes to raising awareness and understanding of energy efficiency, improving the methodology for conducting energy audits and developing the capacity of the Project Implementation Unit (PIU), the Ministry of Investment and Development of RK (MID), service providers and other parties. Improving energy efficiency will have a positive impact on living and working conditions in the targeted facilities.


Main objectives

The objectives of the project development are aimed at improving:

(A) energy efficiency of public and socially significant facilities (b) an enabling environment for financing sustainable energy.

Components of the project

The project consists of two components:

1. Development and implementation of demonstration projects to improve the energy efficiency of public and socially significant facilities;

This component finances energy efficiency projects (Pedagogical projects) of public facilities (for example, schools, nursery schools, hospitals, objects of street lighting,) with obvious benefits in terms of saving energy costs and other social benefits (for example, a more stable and comfortable temperature in Rooms, reducing the number of student absences). Within three years, subprojects will be developed and implemented annually, the selection of which will be carried out on a competitive basis. In the first year, these investments are fully funded from grant funds, and in subsequent years, co-financing will be required from the beneficiaries, which will be used as a selection criterion, in order to begin the transition to a more sustainable program.

1. Technical Assistance

During the first year of implementation, technical assistance includes:

A market assessment, including the budgetary sphere and the interaction of energy services and residential buildings;

An information company, including the development of a website and a seminar on public consultation; Improving energy efficiency reporting for the state energy registry.
