One of the main tasks of JSC "Institute for the Development of Electric Power and Energy Saving (Kazakhenergoexpertiza)" (hereinafter – the Institute) according to Article 20 of the Law of the Republic of Kazakhstan dated January 13, 2012 No. 541-IV "On energy saving and energy efficiency improvement" is the formation and maintenance of an energy efficiency Map. The Institute plays a key role as an operator of the development of the ESCO market in Kazakhstan, ensuring the relationship between potential customers and potential investors. For reference: The Energy Efficiency Map is a unified republican list of projects in the field of energy conservation and energy efficiency improvement, indicating the sources of financing, schedules and action plans for their implementation. Within the framework of the Energy Efficiency Map, 194 projects worth 97.8 billion tenge are being implemented, savings amount to 7.3 billion tenge. Of these, 148 projects have been implemented and 46 are under implementation. Of these, 65 projects are implemented through the mechanism of energy service contracts and PPP (Esco - 26 PPP - 40). The volume of investments in ESCO and PPP projects is 70 billion tenge, annual savings - 2.3 billion tenge. The volume of investments in street lighting projects is 76.7 billion tenge, annual savings - 1.49 billion tenge. Also, in order to develop the energy services market, the Institute forms a register of domestic manufacturers and suppliers of energy-saving materials, equipment and technologies. The mentioned register of domestic manufacturers and suppliers of energy-saving materials, equipment and technologies currently consists of 73 organizations. It is worth noting that the energy service contract has a number of advantages over other forms of contracts. First of all, this is the absence of investments on the part of the customer and reimbursement of the investor's expenses from the actually achieved energy savings.
